"On behalf of the American people, please let me congratulate Mrs. Ohio, Cay Stout, for bringing nobleness to her crown by promoting Independent Living Centers across Ohio. She has experienced first hand the difference the support of an Ability Center can make on families living with physical challenges. With her personal experience and thus, personal witness, she holds the real power to inspire others to live lives that are fuller and more abundant, for themselves and others. |

Like the statue of the Woman of Freedom atop our U.S. Capitol dome, who faces east toward the rising sun, Mrs. Ohio is pointing the way to expanded liberty for our families and loved ones. We congratulate Cay, a daughter of our Buckeye state, whose motto is "With God, all things are possible". I believe this aptly captures her journey forward for America's families."

Independent Living describes the preferred way of life for persons with disabilities. It focuses on individuals with disabilities having control over the supports and services they need to live day to day. It means that individuals are active participants in there communities, and live in homes not nursing homes. |

The Independent Living way of life requires individuals, organizations, and government to change their attitudes about the role of people with disabilities in a free society. We are truly blessed to have Mrs. Ohio , Cay Stout, select Independent Living as her platform. Her personal experience in having a family member with a disability, makes her an outstanding spokesperson for the independent living movement.

The American Association of People with Disabilities (AAPD), the country's largest cross-disability membership organization, promotes the economic and political empowerment of all 56 million children and adults with disabilities in the U.S. It was founded in 1995 to help unite the diverse community of people with disabilities, including their family, friends and supporters, and to be a national voice for change in implementing the goals of the Americans with Disabilities Act (ADA). AAPD members have access to a full range of financial services through a federal credit union, a discounted mail order prescription program, and a quarterly AAPD newsletter.
